GlobalMET: Workshops on “STCW Comprehensive Revision” Mumbai and Chennai July 2023

GlobalMET, a pioneering organization in maritime education and training hosted workshops on “STCW Comprehensive Revision” in Mumbai and Chennai in the month of July 2023. The workshops focused on the comprehensive revision of the STCW and brainstorm the changes required to the STCW Convention & Code related to

  • Any ambiguities existing in the current convention and code.
  • Competences currently mentioned in the STCW but are now obsolete and should be deleted.
  • Competencies currently required but not amended in the STCW code.
  • Future competence requirements over the next 15-year horizon.

This workshop stood as a testament to GlobalMET's dedication to fostering excellence in maritime education. The workshop was specifically aimed at understanding the viewpoint of senior deck & engine officers and maritime educators. The event also brought together regulatory authorities, industry experts, shipping company personnel, and other stakeholders to deliberate on the evolving needs of the maritime sector and propose pragmatic updates to the STCW framework. There were insightful discussions on various topics such as:

  1. Emerging technologies on ships and ship operations
  2. Digitalization in seafarers’ certification
  3. Emerging technologies in education and training
  4. Seatime requirements in relation to new and emerging technologies including the use of simulation.
  5. Bullying and harassment, including SASH
  6. Gender diversity, and gender sensitization
  7. Mental health
  8. Interpersonal skills
  9. Cybersecurity awareness
  10. Taxonomy and terminologies

The feedback received from participants is invaluable in our continuous efforts to refine and elevate the quality of Maritime Education & Training.

GlobalMET is currently participating in the Correspondence Group on the Comprehensive Review of the 1978 STCW Convention and Code.

Report on GlobalMET ECDIS Workshop, Mumbai, India

On behalf of its members, GlobalMET organized a Workshop on ECDIS in August 2018. Titled “Living with ECDIS”, the workshop was conducted by United Kingdom Hydrographic Office (UKHO) at The Classique Club, Mumbai.

The day long workshop included presentations from and discussions with Thomas Mellor, Clive Loh, Kim Moh Lee from UKHO. Common issues related to ECDIS including legal requirements, ECDIS maintenance, chart data considerations, ECDIS management, ECDIS failure and future developments were discussed in detail.

Common issues related to ECDIS, troubleshooting and practice advice on their addressal were discussed in a question and answer session with attendees, which included a number of maritime trainers. Case studies based on real situations were showcased.

The conference was attended by more than 60 maritime trainers, shore personnel, experts and sailing officers. GlobalMET members received a discount for attending the same.

A report on the GlobalMET India Conference 2017 Presentations

Held in Mumbai, on 3rd and 4th November 2017
Three elements are required to work in tandem to ensure the success of any conference:
the right mix of knowledge (the speakers), the right delegation and the right platform to bring the above two together.
This is exactly what GlobalMET managed at a dynamic and knowledge rich conference held in the coastal city of Mumbai on 3rd & 4th November 2107 This was not the first conference by GlobalMET in India, although it surely became one of the largest held so far.
That said, it was for the first time that speakers and delegates from over 10 maritime nations including USA and China came over to India for such a conference.

It was overwhelming to see the delegates and speakers share valuable knowledge, not only during the sessions and presentations, but, also at the exhibition area The sessions were laid out in the following format:

Day 1 – Session 1 – Maritime Training Standards – Regulatory Framework

This was an excellent ice breaker which saw representation from the DG Shipping of India, IMO and the US Coast Guard on a common platform for the first time. Chairmen of GlobalMET and IndiaMET welcomed the delegates and also shared their vision of Marine HR and Education in the future

Day 1 – Session 2 – Manning & Training in Premier Crew Supplying Countries

An unmatched session, where representatives from Ukraine, Philippines, China and India shared the latest updates and status of the recruitment and training of Human Resources in their countries

The attendees were also welcomed to the grand IndiaMET awards, where the pillars of Maritime Training and Education in India were awarded. The audience was entertained with authentic Indian Classical Music and Dance Performances, making it a fun filled evening

Day 2 – Session 1 – Use of E-Technology in Navigation, Communication & Training

From the use of advanced simulation, elearning to gaming technology with the use of virtual/augmented reality – this session had the participants at the edge of their seats. It was time for the industry to unanimously agree that the seafarer of tomorrow will go beyond books and classroom for his/her training needs. The stage also welcomed updates on latest communication solutions available for mariners and developments in the offing

Day 2 – Session 2 – Monitoring Performance of Shipboard Operation

From latest information on the much spoken about Ballast Water Management Systems to the increase in number of women seafarers – this session was a perfect signing off note for the future to come

All the sessions were perfectly modulated by esteemed panelists who kept the audience and speakers together and added a huge amount of value to the conference. A special session was conducted to discuss the role of women in shipping.

CHED

As per BIMCO (2016) and UNCTAD (2016), Philippines is the second largest provider of seafarers worldwide. 215,500 seafarers of the world fleet are from the Philippines, a nation with more than 100 maritime institutes. However, professionals have voiced a growing need for the syllabus employed in these training institutes to be made more current and improved upon. As per many ship owners, this is not an option, but rather a necessity if Filipino seafarers are to continue to hold their good in the world scenario.

In response to this need, GlobalMET has been involved in discussions with the Maritime Industry Authority (MARINA) and the Commission on Higher Education (CHED) in order to work with them and other stake holders and assist in finding solutions to the current issues that they face. With its knowledge bank and expertise of more than 100 institutional members and more than 1000 maritime lecturers, GlobalMET is committed to providing mutually beneficial solutions to issues facing the maritime training sector.

GlobalMET has already conducted workshops in the Philippines since 2013 for maritime lecturers with active support from the TK foundation and the Nautical Institute, helping maritime educators in the Asia pacific use newer pedagogic methods in imparting learning.

On 26 October 2015, as part of the TKF GlobalMET Continuing Professional Development Programme (CPDP), a joint program consisting of a series of workshops was declared by CHED. This was conducted by GlobalMET with support from the TK foundation under the auspices of CHED in the Philippines. Officials, employees and students from maritime higher education institutes participated in the programs that were conducted and this was received well by the industry.

Asian Development Bank (ADB)

Agencies as well as ship owners have spoken of the need to improve the training standards in a number of nations. At the same time, seafaring is a rewarding career and can provide respite to the increasing problem of unemployment in many countries.

Keeping this in mind, the Fisher report on human resource development in the Asia pacific implored governments and bodies to improve the standards of maritime training establishments in the Asia Pacific to be able to utilize its rich human potential as an answer to the worldwide shortage of qualified seafarers.

GlobalMET has been involved in trying to find solutions by working with stakeholders including the Asian Development Bank (ADB). We have been in discussion with ADB regarding this and hope that this will bear fruit, thus alleviating poverty in developing nations in the Asia Pacific.

GlobalMET has already conducted workshops in the Philippines since 2013 for maritime lecturers, through grants from the TK foundation thus helping them use newer pedagogic methods in imparting learning. We hope that through discussions with ADB, this can be taken further to its next logical level, thus improving training standards in the Asia Pacific.

Sargasso Sea

Sargasso Sea is located in the North Atlantic Ocean, and is the only sea without a land boundary. Named so due to the free floating weed “Sargassum”, the Sargasso Sea is of particular importance due to the high variety of marine species found within it, including turtles, shrimp, crab and fish. It is also the spawning site for species such as the European eel and American eel, white marlin, Porbeagle shark (Lamna nasus) and dolphinfish (also known as mahi-mahi and not at all related to the dolphin). Humpback whales often migrate through this region.1

Sargasso Sea is bounded by four ocean currents, thus forming an ocean gyre called the North Atlantic gyre. Unfortunately, this has resulted in a high concentration of plastic garbage from shore as well as ships. Also known as the ‘North Atlantic garbage patch’, it has a density of over 200,000 pieces of debris in every square kilometer.2

GlobalMET members were of the opinion that this issue needs to be better highlighted and awareness needs to be increased, especially among seafarers.

Hence we jointly launched the “Sargasso sea poster” project in 2011 in collaboration with the World Wildlife Fund (WWF) and the Nautical Institute with support from Maritime Technical Services (MTS). A poster was made in 2012 highlighting the issues related to Sargasso Sea, and was received well by the maritime fraternity, with over 1000 orders for these posters from various entities.

Today, the Sargasso Sea poster can be found in training institutes around the world as well as on the navigational bridge of a number of merchant ships. We received notes of appreciation from a number of organisations including Capt. Kuba Szymanski of InterManager. In an event at MEPC 64 in October 2012, the Sargasso Sea poster was showcased at the IMO jointly by GlobalMET, WWF , The International union for the conservation of nature and the Nautical Institute.3

This poster is part of the Seafarer Environmental Awareness project (SEA). It is our small way of saying “We care”.
