Our Work at IMO

NGO Status

GlobalMET has been active at the International Maritime Organization (IMO) ever since we became an “NGO with consultative status” at the IMO in 2008. Since then, GlobalMET has participated in every HTW1 meeting (the IMO subcommittee on Human element, Training and Watchkeeping, formerly known as STW up to 2013). It has also participated in the Maritime Safety Committee (MSC) meetings and certain intersessional working groups of interest to its members.

We are currently involved in a number of projects, sub-committees and working groups with the IMO including MASS (Maritime Autonomous Surface Ships). Naturally, none of this would have been possible, if not for the efforts of our members who include a number of trainers and training institutions. Our members have a pulse on maritime academics as well as on the ground realities of the merchant marine profession, thanks to their daily interactions with seafarers in their classrooms and on ships.

GlobalMET is participating in the review group for revising the following IMO model courses likely to be validated at HTW 8 -

  • Security awareness training for all port facility personnel (MC 3.25)
  • Security training for seafarers with designated security duties (MC 3.26)
  • Security awareness training for all seafarers (MC 3.27)

It is also involved as the review group coordinator for revising the following model courses for HTW 9 (Ref: HTW 7-16)

  • Proficiency in survival craft and rescue boats other than fast rescue boats (MC 1.23)
  • Proficiency in fast rescue boats (MC 1.24)

GlobalMET (represented by Capt. Vinayak Mohla) was the Review Group Coordinator in 2019 & 2020 for the following IMO model course at HTW 6 (HTW 6/3/3) and HTW 7 (HTW 7/3/1) –

  • Passenger safety, cargo safety and hull integrity training

It participated in the correspondence group on Action Verb Taxonomy for model courses (HTW 7/7)

In 2018, GlobalMET, represented by Capt. Vinayak Mohla was the review group co-ordinator for the IMO model courses “Passenger safety, cargo safety and hull integrity training”, “Safety training for personnel providing direct service to passengers in passenger spaces”, “ Passenger ship crowd management training”, “Crisis management and human behaviour training”, “ Ratings as able seafarer engine in a manned engine-room or designated to perform duties in a periodically unmanned engine-room” and “Proficiency in personal survival techniques”. Also, GlobalMET, represented by Capt. Sanjay Bugnait, was the review group co-ordinator for the IMO model course “Use of leadership and managerial skills”. This work was presented at the IMO in July 2018 (HTW 5).

At HTW 5, GlobalMET, represented by Capt. Vinayak Mohla, chaired Drafting Group 1 which validated the model courses:

  • Electro-Technical Rating
  • Ratings as able seafarer engine in a manned engine room or designated to perform duties in a periodically unmanned engine room
  • LNG Tanker cargo and ballast handling simulator (IMO MC 1.36)
  • Proficiency in personal survival techniques (IMO MC 1.19)

In 2017, GlobalMET, represented by Capt. Tim Wilson, was the review group co-ordinator for the draft new model course 2.07 on Use of engine room simulation for training and assessment of seafarers in the engine department. Also, GlobalMET represented by Capt. Vinayak Mohla, was the review group co-ordinator for the model courses- “Ratings as able seafarer engine in a manned engine-room or designated to perform duties in a periodically unmanned engine-room”, and “Ratings forming part of a watch in a manned engine-room or designated to perform duties in a periodically unmanned engine-room”. This work was presented at IMO in Feb 2017.

In February 2017, the IMO HTW Subcommittee expressed its appreciation for GlobalMET’s work in the drafting committee for the revision of IMO model courses 1.30, 2.07, 3.12, 6.092. We were able to carry out this extensive work, thanks to the co-operation of the Maritime and Port Authority of Singapore (MPA) and the other members of the Review Group.

Presentations made by GlobalMET at IMO

  • On 11th June 2019 at MSC 101, Capt. Pradeep Chawla and Capt. Sankalp Chopra (representing GlobalMET) and the software vendor MarinePALS presented the new “Virtual Reality Learning Management System”.
  • On 28th July 2018 at HTW 5, Capt. Vinayak Mohla (representing GlobalMET) and the software vendor MarinePALS did a presentation showcasing the new digitised version and learning material for “Engine cadet Training Record Book”.
  • On 31 January 2017, GlobalMET made a presentation for the attendees at IMO HTW 4 on “Competency Management Systems”. The presentation was made in co-operation with Anglo Eastern Ship Management (Hong Kong) and Core Competency Limited (India) at the main hall of the IMO, and was well received.
  • In 2011, GlobalMET made a presentation at the IMO on the GlobalMET Cadet Record Book (CRB). The GlobalMET CRB which forms a part of the GlobalMET Structured Shipboard Training program (SSTP) enables new Deck cadets and Trainee engineers to undergo a structured training program on board ships. It is approved by a number of flag states and is used by many shipping companies as well as maritime training academies. It can be used in its original book version as well as a digitized version. The digitized version of the CRB is being used by the Maritime Academy of Asia Pacific (MAAP), one of the premier training academies of the Philippines.
